Representative Carl Wayne Scott Gilliard is a member of the Georgia House of Representatives, where he has represented District 162 since 2016 and serves as chairman of the Georgia Legislative Black Caucus. Rep. Gilliard was born in Savannah, Georgia and attended Morris Brown College in Atlanta. Rep. Gilliard recently sponsored the Georgia Early Literacy Act, which was signed into law in 2023 to ensure quality early literacy instruction for all Georgia children.
